Research shows that individuals with stable housing commit fewer non-violent offences. Those leaving jail face increased difficulties finding a stable home due to substance abuse, discrimination from landlords, and are 10 times more likely to face homelessness. Thus, the provision of stable and good-quality housing plays an important role in reducing criminal activity. Many governments that employ housing strategies for their most vulnerable populations have experienced reduced criminal behaviour among some subpopulations. Milwaukee County implemented the “Housing First” Plan to reduce re-entry to jail. After a year of service delivery, municipal violations decreased by 82% and the number of people experiencing homelessness decreased from 1,521 to 900.
